What changes

A digital invoice is more than a PDF.

UAE e-Invoicing uses structured invoice data exchanged through the Peppol network in the PINT AE format. A PDF or invoice sent by email alone does not meet that definition.

✓
In-scope transactions

Business-to-business (B2B), business-to-government (B2G) and other business transactions may be in scope regardless of VAT registration, subject to the stated exclusions.

✓
Consumer sales

Supplies to natural persons who are not acting in business are outside the current scope. Map mixed activity separately and verify special cases against current Ministry guidance.

✓
Exchange through an ASP

Your business appoints an Accredited Service Provider (ASP) to connect with the network and transmit invoice data.

The Barakah Al Meezan method

Four steps from uncertainty to readiness.

We focus on the operational details that make e-Invoicing reliable, not just the software connection.

Scope & deadline

Review entity structure, transaction types and annual revenue to identify the applicable phase and key decision dates.

Data & workflow review

Check Xero contacts, tax rates, invoice fields, approval practices and the quality of your current records.

Configure & test

Coordinate the Xero e-Invoicing setup and ASP onboarding, test representative invoices and resolve exceptions.

Train & go live

Equip your team with clear procedures, a launch checklist and follow-up support for the first operating cycle.

Xero subscriptions and implementation

One partner for Xero and e-Invoicing setup.

Xero has announced UAE e-Invoicing through its Invoici platform, with the service available to eligible UAE plan subscribers. Its published flow uses an Accredited Service Provider selected through EmaraTax; Xero’s current UAE instructions name Casim.

✓
Prepare organisation and invoice data in Xero, then connect the relevant organisation through Invoici.
✓
Complete provider onboarding and registration through the applicable EmaraTax process.
✓
Test invoice issue and receipt, tax treatment, rejection handling and the finance team’s daily steps.

Xero’s UAE page states that its e-Invoicing feature is included in Starter, Standard and Premium subscriptions. We can provide the Xero subscription through our partner arrangement; current plan charges, ASP service fees and any integration costs are quoted separately.

Transaction count is agreed in writing and covers the monthly accounting workload. ASP fees, additional organisations, complex work, migration and custom integrations are scoped separately. VAT applies where required.

Monthly rates apply to one UAE entity and one Xero organisation. We confirm transaction-count basis, service scope and any exclusions in writing before onboarding.

Let’s map your next steps.

Share your annual revenue band, number of UAE entities, monthly invoice volume, and whether you currently use Xero. Barakah Al Meezan can then scope a readiness review and confirm a fee. Please do not send TRNs, invoices or confidential financial records in your first message.

Common questions

What clients ask us first.

Does a PDF invoice count as an e-Invoice?

No. The UAE system requires structured invoice data exchanged electronically through the e-Invoicing framework. Sending a PDF by email alone is not enough.

Is every UAE business in scope?

The Ministry says business transactions can be in scope regardless of VAT registration, subject to specific exclusions. Map B2B and B2G flows; supplies to natural persons not acting in business are outside the current scope. Confirm the facts for each entity and transaction.

Is Xero itself the UAE ASP?

Xero is accounting software with an announced UAE e-Invoicing route through Invoici and an ASP. The entity must follow the current onboarding and provider appointment process; verify provider accreditation and availability before registration.

Will Xero’s e-Invoicing feature cost extra?

Xero currently says its UAE e-Invoicing feature is included for Starter, Standard and Premium subscribers. Check current plan eligibility and keep ASP, subscription and advisory fees separate.

What revenue is used for the AED 50 million threshold?

The Ministry defines Revenue as gross income earned in the most recent Accounting Period, using UAE-prepared financial statements or, if unavailable, documentation acceptable to the FTA. Confirm the entity and evidence with your adviser. See the detailed deadline guidance ↗

What does the Tax Group transaction exclusion cover?

Ministerial Decision No. 197 of 2026 (effective 1 October 2026) excludes business transactions between members of the same Tax Group—persons registered as one taxable person under the UAE VAT Law—for 24 months from 1 January 2027. This applies only to those transactions; other in-scope business transactions keep their phase deadlines. Read the scope notes ↗

How long does setup take?

Timing depends on data quality, number of entities, invoice complexity, provider onboarding and integration readiness. A readiness review gives us enough information to propose a realistic schedule.
