Answer four short questions about your entity, transaction mix and Xero setup. We’ll show a likely planning phase and the next steps worth discussing with your adviser.
Start with the facts that shape the work.
Choose one answer for each topic. If you are unsure, select that option; confirming the correct basis is an important first action.
Revenue basis: MoF defines Revenue as gross income earned in the most recent Accounting Period, using UAE-prepared financial statements or, if unavailable, documentation acceptable to the FTA. Check Xero UAE e-Invoicing setup guidance and ask us to review your entity.
Tax Group transactions: Ministerial Decision No. 197 of 2026 (effective 1 October 2026) excludes business transactions between members of the same Tax Group—persons registered as one taxable person under the UAE VAT Law—for 24 months from 1 January 2027. This applies only to those transactions; other in-scope business transactions keep their phase deadlines.
A likely phase and a short action list.
The UAE programme is generally based on transaction scope, entity and annual revenue category. Special cases may require a closer review.
Current timelines checked 21 October 2026. The appointment dates and implementation dates are separate milestones.
